PTYs aren’t free in the kernel. Each UNIX 98 pseudoterminal pair consumes non-swappable kernel memory, so Linux enforces a limit to protect system stability. On older kernels, this was controlled by CONFIG_UNIX98_PTYS, with a default of 256 PTYs. Lightweight in user space.
